Participation 4 Climate (P4C)
Photo by Reinhard KraaschParticipation 4 Climate (P4C) is a collaborative research initiative between the Authority for Environment, Climate, Energy and Agriculture (BUKEA) and the City Science Lab at HafenCity University Hamburg (HCU), which aims to promote transparent and effective public participation as part of the 3rd update of Hamburg’s Climate Plan, The central research focus of the collaboration is the question of whether and how citizens can contribute to shaping the city’s climate strategy. This requires the prior identification of suitable topics where citizen contributions can realistically be incorporated into the planning process.
The objectives include identifying relevant topics and questions for public participation, as well as designing a participation process using a combination of digital and analogue participation methods. The project also examines the transferability of participatory approaches to future updates of the Climate Plan and analyses the potential of digital tools and methods in the context of climate policy communication.
